REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: CROATIA NAME OF PROJECT: SUSTAINABLE CROATIAN RAILWAYS IN EUROPE PROJECT Loan No.:8500-HR Assignment Title: Strategy and plan for improvement of railways in the Republic of Croatia Reference No.: SUCRE-HZI-CS-QBS-10 HŽ INFRASTRUKTURA d.o.o. has applied for financing from the World Bank toward the cost of the Sustainable Croatian Railways in Europe Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include consulting services to be provided to the Ministry of the Sea, Transport and Infrastructure (MSTI) with the aim to develop a strategic background for future railway sector development. The Railway strategy has the purpose of defining a long-term vision of development of the railway system, determining strategic objectives for its implementation, based on development projects and action plans for their realization. The Railway Strategy sets out objectives, measures, performance. indicators and programs for the development of rail transport services, railway infrastructure development and rail infrastructure management. The Railway strategy also envisages the development of an institutional, legislative and organizational framework. The Railway strategy as an act of long-term planning is drafted and adopted in accordance with the regulation regulating the system of strategic planning and management of the development of the Republic of Croatia. Railway sector strategy is necessary for defining key strategic development targets – defining visions, missions, objectives, action plans and a set of key initiatives and project, which will contribute to the development of railway sector and orient sector investment. The Railway strategy is adopted for a period of at least 10 years. National Plans The Government of the Republic of Croatia, at the proposal of the Ministry, with the aim of mid-term planning of the railway system development: 1. National Plan for the Development of Railway Infrastructure (hereinafter: National Plan of the IA) 2. National Plan for the Management of Railway Infrastructure and Service Facilities and Development of the Railway Transport Service (hereinafter: National Plan of the UIŽP). All the projects and activities listed in the national plans must contain a certain dynamics of the realization and the amount and sources of financial resources necessary for their realization. National plans are made for a period of at least 5 years. National plans as medium-term planning acts are drafted and adopted in accordance with the regulation regulating the system of strategic planning and management of development of the Republic of Croatia. National plans, if applicable, take into account the general needs of the European Union, including the need for cooperation with neighboring third countries. HŽ INFRASTRUKTURA d.o.o. now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlist criteria are:

The final timeframe for completion of all activities under this project is 14 months.Timeframe for individual activities within the project shall count from the date of signing of the Contract. The estimated budget for this assignment is HRK 3,750,000.00 (not including VAT). The Expression of Interest must be accompanied by a completed Contact details. One original and two copies and CD of the Expression of Interest in English shall be submitted to the Client in an envelope marked Expression of Interest for HZ INFRASTRUCTURE d.o.o. for: Strategy and plan for improvement of railways in the Republic of Croatia The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (revised July 2014). (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one expression of interests in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an expression of interests individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. A Consultant will be selected in accordance with the Selection Based on the Quality – and Cost - Based Selection (QCBS) method set out in the Consultant Guidelines.
